Chief Officer

Graham power Chief OfficerGraham Power started his Police career in Middlesborough Police (subsequently part of Cleveland Constabulary) in 1966. 

He attended the 13th Special Course for selected “fast-track” officers in 1975 and Queen's College, Oxford 1976-1979, gaining an MA (Hons) in Politics, Philosophy and Economics.

 He rose to the rank of Superintendent in Cleveland and in 1988 he became a Chief Superintendent in North Yorkshire. After attending the 28th Senior Command Course in 1991 he was appointed Assistant Chief Constable of Lothian and Borders Police. He served as Deputy Chief Constable of Lothian and Borders 1994-1998, and during this time was responsible for the policing of a number of major events including the Commonwealth Conference.  He served as Assistant Inspector of Constabulary for Scotland from 1998 to 2000.   During this time he reported on the performance of Scottish forces, provided advice to Ministers, and produced thematic reports on Police Complaints, Racial offences and Best Value

In 2000 he was appointed Chief Officer of the States of Jersey Police. As well as commanding Jersey's "National" Police Service, he is a member of the Jersey Government's "Corporate Management Board", and has lead responsibility for developing performance management and emergency planning in the public sector. 

He represents the Channel Islands and the Isle of Man on The Association of Chief Police Officers Terrorism Committee, and is a candidate assessor for the Home Office Police High Potential and Strategic Leadership programmes.  He was awarded the Queen’s Police Medal for distinguished service in 1994.
